Roof coating vs. replacement: how the decision actually gets made

We are a certified silicone applicator. We would still rather tell you to replace a roof than coat one that should not be coated, because a failed restoration costs an owner the coating and the replacement. This page is the decision framework we use, including every condition where the answer is no.

The short version

Coat the roof when the assembly is sound and the surface is spent. Structure intact, insulation dry, membrane still bonded, roof drains within a reasonable window after rain. In that case you are paying to replace a weathering surface, not a roof, and there is no reason to throw the rest of the assembly in a dumpster.

Replace the roof when the assembly itself has failed. Wet insulation across the field, a membrane that has lost adhesion, deterioration in the deck, or a slope problem that cannot be fixed from the top. Coating any of those is money spent sealing a problem in.

Everything below is how you tell which one you have — and what each path costs you in code compliance, disruption, and lifecycle, which is where most of the real difference lives.

Layer and recover restrictions reflect Section 1511 of the building code adopted in California, which prohibits a roof recover where the existing roof is water soaked or deteriorated, where the existing covering is slate, clay, cement, or asbestos-cement tile, or where the roof already carries two or more applications of any type of roof covering. Confirm application with your building department.

Evidence

Five tests that decide it

None of these are opinions and none of them can be done from the parking lot. If a proposal for your roof does not reference at least the first three, it is a price, not an evaluation.

Moisture survey

Infrared thermography under ASTM C1153, or capacitance and nuclear methods, to map where insulation is wet. This is the test that most often decides the answer, and it is the one most coating bids skip because it costs money before there is a contract.

Adhesion testing

Pull tests on the actual substrate, not on a category. EPDM, TPO, PVC, mod bit, and concrete each take a different primer, and the test tells you which — or tells you the roof will not hold a coating at all.

Drainage verification

Where water stands 24 hours after rain, how big those areas are, and how deep. Progressive Materials draws the line at no single area larger than 100 sq ft holding more than half an inch.

Test cuts

Cutting the roof open in representative locations tells you how many layers are actually there, what the insulation is, whether it is wet, and what the deck looks like. Layer count is a code question, not a curiosity.

Sheet metal and detail condition

Edge metal, counterflashing, curbs, scuppers, and drains. A coating does not repair failed sheet metal. If it all needs replacing, part of the savings from avoiding tear-off evaporates and the calculus changes.

The part nobody publishes

California code prices these two paths very differently

Both paths trigger the cool roof requirement

Under the 2025 Energy Code — applicable to permits applied for on or after January 1, 2026 — altering more than 50 percent of the roof area or more than 2,000 square feet, whichever is less, triggers the nonresidential cool roof requirement. For low-slope roofs that means a minimum aged solar reflectance of 0.63 with thermal emittance of 0.75, or an SRI of 75, documented against a CRRC-rated product. Recoating counts as an alteration. White silicone clears the threshold comfortably, so this is a documentation exercise rather than an obstacle.

Only one path triggers the insulation requirement

Section 141.0(b)2 also requires a low-slope roof replacement or recover to insulate the altered area to the level in Table 141.0-C for your climate zone. There is an exception where a recover adds new above-deck insulation, and separately, the area of an existing roof that is recoated with a liquid applied coating is not required to be insulated.

That exception is worth real money, and almost nobody explains it to building owners.

What adding insulation actually costs you

The insulation itself is the small part. Raising a low-slope roof plane by a couple of inches ripples into everything designed around the old elevation: rooftop unit curbs that no longer give you flashing height, door and hatch thresholds, parapet height and edge metal, drain sumps and scupper elevations, conduit and gas line supports, and equipment that has to be lifted or re-curbed by another trade. On an occupied building with a roof full of packaged units, that is frequently the largest single cost driver in a replacement — and it never appears on a square-foot comparison.

Climate zone determines the required value, and our service area spans several. Verify your building's climate zone and the Table 141.0-C value for the code edition in force at permit application. We pull it for the specific address as part of scoping rather than quoting it from memory.

Layer count

The two-layer clock, and why a coating does not advance it

A roof cannot be recovered once it carries two or more applications of roof covering — at that point the only compliant path for a new covering is a tear-off to the deck. That matters more than owners expect, because the cheapest decision made fifteen years ago is what forces the most expensive decision today.

A protective roof coating is defined in the code as a coating used for roof maintenance or roof repair. Beginning with the 2018 code cycle the model codes state directly that a new protective roof coating applied over an existing coating or covering is permitted without tear-off and need not be counted as an additional roofing layer.

The practical consequence for a building you intend to hold:

  • A recover buys years and spends your remaining layer.
  • A restoration buys years and spends nothing — and can be renewed again at term end.
  • A replacement resets the count, at the highest cost and the most disruption.

Permit interpretation is local and Los Angeles County has a lot of jurisdictions in it, so we confirm with your building department as part of scoping rather than assuming.

Lifecycle

Cost over a hold period, not cost per square foot

A square-foot number is the wrong unit for this decision, and it is the unit most bids are written in. If you hold the building, the question is what the roof costs you across the hold period, and the two paths have different shapes:

Replacement

A large capital event now, then a long quiet period, then another large capital event. Tear-off, disposal, insulation to current code, equipment and detail rework, and weeks of an open building. It buys a genuinely new assembly, which is the right purchase when the old one is finished.

Restoration

A smaller capital event now, a manufacturer warranty term, then a clean-and-recoat at term end for a fraction of the original cost, and a new warranty term issued. No tear-off, no disposal, no layer spent, no tenant closure. It buys a renewed weathering surface on an assembly you already own.

We do not publish a dollar-per-square-foot figure for either, because the number that would be honest depends on your substrate, your drainage, your sheet metal, your access, and your warranty term. Any contractor who gives you one over the phone is quoting an average, not your roof.

When we tell you not to coat it

We would rather lose a coating job than sell one that fails. The situations where we will say no, in plain terms:

  • The moisture survey comes back with wet insulation across a meaningful share of the field.
  • Adhesion tests fail on the actual substrate and no primer in the system fixes it.
  • The membrane is unadhered, blistered, or shot enough that it will not carry a coating.
  • Test cuts show a deteriorated or corroded deck, or more layers than anyone expected.
  • Water stands past the manufacturer's threshold and drainage cannot be corrected within a sensible budget.
  • The building is refrigerated, and the assembly needs to be designed for vapor drive.
  • Sheet metal, curbs, and drains need such extensive replacement that the savings are gone.

In those cases we will price thereplacement instead, and we will show you what we found. If a licensed contractor has already bid the same scope, we will match it.

Why the answer comes from us either way

What you end up with

A written recommendation with the evidence attached - moisture survey, adhesion test, and test cut results - so the decision is defensible to your engineer or asset manager, whether or not you hire us to do the work.

Questions owners and asset managers ask

Is coating always cheaper than replacement?

A restoration is normally a fraction of the cost of a tear-off and replacement, and the gap widens when you count the things that do not appear on a roofing bid — tenant disruption, business interruption, dumpster and crane logistics, and mechanical and electrical work around a raised roof plane. But it is not automatic. A roof needing extensive wet-insulation removal, full sheet metal replacement, and drainage correction can close most of that gap, and at some point replacing it is the better buy. We will tell you when the numbers point that way.

Why would coating be cheaper on code compliance too?

Because California treats the two differently. Under Energy Code Section 141.0(b)2, a low-slope roof replacement or recover has to bring the altered area up to the insulation level in Table 141.0-C for your climate zone, while the area that is recoated with a liquid applied coating is not required to be insulated. Both trigger the cool roof reflectance requirement. Only one of them requires you to add insulation, raise the roof plane, and then deal with curb heights, flashing heights, door thresholds, and drain sumps that were designed around the old elevation.

Does a coating reset the roof clock or just delay the inevitable?

Neither, exactly. It replaces the weathering surface on an assembly that is otherwise intact, and it is renewable — at the end of the warranty term the roof is cleaned and recoated and a new term is issued, for far less than the original installation. That converts a roof from a periodic capital replacement into a maintained asset. What it does not do is renew wet insulation or a corroded deck, which is why the candidacy tests come first.

How is a coating treated for tax purposes versus a replacement?

Talk to your CPA, because this is fact-specific and we are roofers. In general terms, roof work that is properly a repair or maintenance expense is treated differently from a capital replacement, and separately, roofs on nonresidential buildings became eligible Section 179 property for improvements placed in service after 2017. Both facts can favor doing the work, and which applies depends on your books, not on our opinion. What we can give you is a clear, defensible written scope your accountant can classify.

What if another contractor told me my roof cannot be coated?

They may be right. Ask them which test told them so — a moisture survey, an adhesion test, a test cut — and ask to see it. Ask the same of anyone who says it can be coated. The answer should come from evidence pulled off your roof, not from what the contractor sells. We are happy to walk a roof another contractor has already looked at, and if a licensed contractor has bid it like for like, we will match the price.

Can we phase it — coat part of the roof now?

Sometimes, and it is often the right answer on a large multi-tenant or campus roof where the sections are in genuinely different condition. Two cautions. First, the Title 24 cool roof requirement is triggered at the lesser of 50 percent of the roof area or 2,000 square feet, so phasing does not necessarily avoid it. Second, manufacturer warranties are written against a defined area — a partial system carries a warranty on that area only. Both are workable if they are planned, and both are ugly if they are discovered.
