What changed for 2026

Your next roof project is a code project

The 2025 California Energy Code applies to permits applied for on or after January 1, 2026. If you are planning capital roof work, three things are worth knowing before you write the scope:

  • The cool roof requirement is triggered easily— the lesser of 50% of the roof area or 2,000 sq ft. Low-slope nonresidential needs aged solar reflectance of 0.63 with thermal emittance of 0.75, or an SRI of 75.
  • Recoating counts as an alteration — which surprises people, and is a non-issue for white silicone, which clears the threshold with margin.
  • Replacement adds insulation; recoating does not— a low-slope replacement or recover has to insulate the altered area to Table 141.0-C for your climate zone. The recoated area is not required to be insulated.

Climate zone, exceptions, and local amendments vary. We pull the values for your specific address and jurisdiction as part of scoping.

Why that third point is worth money

Adding insulation raises the roof plane. On a building whose rooftop unit curbs, door thresholds, parapets, drain sumps, and scupper elevations were detailed around the existing height, a couple of inches pulls in a mechanical trade and a pile of detail rework. It is often the largest single cost driver in a replacement, and it never appears in a square-foot comparison.

Separately, the building code prohibits a recover once a roof carries two or more applications of covering — but a protective coating is treated as maintenance rather than an added layer. On a two-layer roof, restoration is frequently the only path that is not a tear-off.

Warehouse and distribution

Large single-ply and built-up fields along the 60 corridor through Commerce and City of Industry, and out into the Inland Empire. The buildings where a tear-off means shutting dock doors and a restoration does not.

Retail centers and strip malls

Multi-tenant roofs with high HVAC penetration density. Every curb is a leak path, and the flashing detail at curbs is where these jobs are won or lost.

Industrial and manufacturing

Metal and built-up roofs over operations that cannot stop. Chemical and oil exposure from process exhaust drives the membrane selection.

Agricultural processing and packing

Kern County has enormous flat and low-slope metal roofs over packing houses, hullers, and processing plants that nobody markets roof programs to. Note that the refrigerated side of a plant needs a different assembly than the dry side.

Apartment, HOA, and multifamily

Low-slope decks where a tear-off means scaffolding, resident notices, and parking closures. Restoration avoids all three, when the roof qualifies.

Metal roofs

Screw-down panel roofs with fastener and seam leaks. The choice is usually a retrofit standing seam system or a coating restoration, and it depends on panel condition and hold period.

1. Tell us the question, not just the address

"It leaks in the northwest corner," "we are budgeting a roof for FY27," and "we are in escrow in forty days" are three different jobs. Roof area, membrane type, age, leak history, layer count if you know it, and what rooftop equipment is up there gets us most of the way to the right scope.

2. We walk the roof and test it

Drainage verified 24 hours after rain where possible. Adhesion tested on the actual substrate before anyone writes a coating system. Moisture surveyed where the decision depends on it. Test cuts where layer count and deck condition matter. Findings located on a roof plan and photographed.

3. You get a written specification, not a price on letterhead

Substrate preparation, primer selection by substrate, repair detailing, film thickness or assembly, the warranty term it carries and who issues it, the code compliance path, and the documentation set. Written so your engineer, your plan checker, and your asset manager can each find what they need in it.

4. We tell you when the answer is no

If the insulation is wet across the field, if the membrane will not hold a coating, if the deck is deteriorated, or if the building is refrigerated and needs an assembly designed for vapor drive — we will say so and price the alternative. A failed restoration costs an owner the coating and then the replacement.

5. RFPs and bid comparison

If you are running a competitive bid, we will respond to your documents in your format.
